We've seen Fred before, but he wasn't named explicitly in the strip. I've never had so much fun designing a character as I did with Fred, because all his expressions and body language rely exclusively on his shape. Being as fluid as he is, it was really, really fun to try and capture his mood relying on nothing but two eyes, a mouth, and a shape-shifting body.
As for the Air Nikes... I'm not sure exactly where that came from, but he does have them.
